The Special Educational Needs and Disabilities (SEND) Improvement and Operations Division (SIOD) is part of the Children’s Services, Communications & Strategy Group in the Department for Education. This post sits in the Policy and Operations Team whose remit is to develop and manage a spectrum of integrated programmes and intervention activity that underpin the Division’s drive for sustained improvement in local area SEND performance; maximising efficiency, value for money, impact and better outcomes for children with SEND.

It’s a pivotal time in SEND – an increasingly high-profile area with significant public and parliamentary interest; rising costs; an ongoing cross-government review; and multiple manifesto commitments. Vulnerable children are also a key focus of the government’s Covid-19 response, and much of the Division’s work is supporting this.

Job description


  • support colleagues to design, develop and implement data systems to enhance external programme delivery and internal management functions across the Division;
  • collect, analyse and use data effectively to produce reports, dashboards and data sets to inform decision making and illustrate submissions to the Minister and internal data intelligence packs;
  • implement Data & MI processes across the Division and support the governance of key management information;
  • provide data and analysis to support the development of detailed, evidenced proposals for fiscal events such as Spending Reviews and procurement exercises;
  • work to understand the complexities of the SEND system and support the development of a robust analytical framework that will underpin programme delivery and lead to better outcomes for Children and Young People;
  • work at pace to meet tight deadlines for business planning and procurements, liaising across multiple teams such as commercial, finance, data security and SEND analysts;
  • engage with the full range of SEND stakeholders, users and expert advisers to ensure the root cause of the challenges in each local area are well understood, and that funded programmes continue to offer credible solutions.


The job holder will have the following essential skills and experience:

  • Experience in supporting the design, development, governance and maintenance of data ecosystems, platforms and life-cycle management;
  • Solid experience using data analysis and data visualisation tools such as PowerBI, Data Solution, Qlik or Tableau to manipulate and present complex data.
  • Experience of co-ordinating the handling of complex data and of producing high quality reports in order to inform business decision making and to drive continual improvement;
  • Excellent analytical skills with the ability to use different data tools to research, transform and analyse complex data from a variety of sources and produce high quality reports, dashboards and data sets;
  • Ability to think logically and clearly, take rational and decisive action under pressure and to consistently produce a high quality of work whilst working towards deadlines.
  • A dedication to and capacity for learning, in particular to understanding the complexities of the SEND system and the sensitivity to engage positively with those most affected by it, particularly parents/carers and children and young people.
