HSE Manager, Student Services and Wellbeing, Administrative Division Job in Brisbane QLD at Queensland University of Technology –

The Health, Safety and Environment (HSE)

Manager is responsible for supporting strategic

and operational health, safety and environment

(HSE) functions and programs to persons

within the QUT community. This includes the

interpretation and implementation of work

health, safety and environment legislation,

policy, systems and programs for students,

staff, contractors and visitors.

The HSE Manager also provides direction and

project management support, quality advice

and technical support on a range of HSE

matters. This includes development and

implementation of business process

improvement, DHSE lead projects, training,

and specialist advice on plant, electrical,

medicine and poisons, research and other risk

management and compliance requirements.

This position reports to the Director, HSE for

supervision, workload management and for

Performance Planning and Review (PPR).

Key responsibilities include:
Partner with Faculty and Division senior

staff and managers to ensure the delivery

of high quality HSE strategic and

operational support services.

Manage and supervise the HSE Partner

team ensuring the Partners have the

necessary skills and competencies, and

physical and financial resources, to deliver

service excellence and high quality –


Facilitate and support local areas to

implement HSE systems and programs.

Mentor and develop the capability of the

local HSE Committee, supervisors and


Provide legislative, general and technical

support and advice on a range of complex

HSE matters.

Lead and/or facilitate a wide range of HSE

audits, reviews and incident investigations,

including engagement with relevant

external regulators and reporting


Lead and/or coordinate selected projects in

collaboration with HSE professionals,

project team members and other relevant


Coordinate and support the development

and implementation of university-wide

policies, procedures, systems and

programs to support cultural needs,

legislative requirements, and current and

emerging risks.

Develop, deliver and update a range of

innovative HSE training tools and resources

including online courses, short courses and

mentoring for targeted groups.

Implement and administer HSE policies,

procedures, work instructions, and hazard

and incident reporting.

Compliance with health and safety policies,

procedures, hazard reporting and safe work


To ensure job flexibility the successful

appointee may be required to:
perform any other duties as nominated by

the University consistent with the relevant

classification descriptors detailed in the

Enterprise Agreement. Staff undertaking

any new duties will receive training;

participate in job rotation or multiskilling in

consultation with their supervisor;

work across campuses

term, full-time basis until 30th June 2022.

Selection Criteria

1. Education, training and/or experience

equivalent to postgraduate qualifications in

HSE or a related discipline, plus a

minimum of five years’ experience in a

health and safety role within a large


2. Proven effective leadership and

management skills that drive team work,

high performance and excellence in

service provision.

3. Proven success in applying and

implementing HSE practices, particularly in

risk management, safety management

systems, and in the interpretation and

application of relevant legislation,

standards and guidelines.

4. Demonstrated experience in developing

strategies, policies and procedures, and in

conducting and coordinating safety

management systems audits, related to

general HSE hazards.

5. Demonstrated high level effective

stakeholder management and

communication skills along with an ability

to sensitively manage complex, emotional,

or controversial issues.

6. Demonstrated ability to maintain, analyse

and interpret data to produce succinct,

definitive and well-written persuasive


Remuneration and Benefits

The classification for this position is Higher

Education Worker Level 10 (HEW10) which

has an annual remuneration range of $143,375

to $160,362 pa. Which is inclusive of an annual

salary range of $122,188 to $136,664 pa and

17% superannuation.

In July 2020 QUT staff voted in favour of a

variation to its Enterprise Agreements. The

variations were approved by the Fair Work

Commission in August 2020.

The variation impacts leave loading (for new

staff no loading will be paid or accrued during

the period the variation is in effect), salary

increases (the salary increase which was due

to occur in the first full pay period of December

2020 was deferred until the first full pay period

of December 2021, however it has been

brought forward by the Vice-Chancellor to be

paid in June 2021) and superannuation

(superannuation will be paid to staff as though

the salary increase which would have been

paid in December 2020 has taken effect and,

subject to the rules of the superannuation fund,

a defined benefit member will continue to make

contributions in alignment with the contributions
