PEMCCO, Inc. is an Information Technology and Information Management (IT/IM) firm providing support to DoD, Federal, State, Local and commercial customers. We are currently seeking an Instructional Designer to work on a team located in Virginia Beach, VA; however, remote work is permissible. The successful candidate will develop materials and products and assist in the technology-based redesign of courses. Assist faculty in learning about, becoming proficient in, and applying instructional technology.

Essential Functions

Present and make recommendations regarding course design, technology, and instruction delivery options.
Define instructional, learning, or performance objectives.
Develop instructional materials and products for technology-based redesign of courses.
Interview subject-matter experts or conduct other research to develop instructional content.
Provide analytical support for the design and development of training curricula, learning strategies, educational policies, or courseware standards.
Design learning products, including Web-based aids or electronic performance support systems.
Design instructional aids for stand-alone or instructor-led classroom or online use.
Conduct needs assessments and strategic learning assessments to develop the basis for curriculum development or to update curricula.
Assess effectiveness and efficiency of instruction according to ease of instructional technology use and student learning, knowledge transfer, and satisfaction.
Develop instructional materials, such as lesson plans, handouts, or examinations.
Develop measurement tools to evaluate the effectiveness of instruction or training interventions.
Develop instruction or training roadmaps for online and blended learning programs.
Analyze performance data to determine effectiveness of instructional systems, courses, or instructional materials.
Research and evaluate emerging instructional technologies or methods.
Adapt instructional content or delivery methods for different levels or types of learners.

Databases – Using a computer application to manage large amounts of information, including creating and editing simple databases, inputting data, retrieving specific records, and creating reports to communicate the information.
Graphics – Working with pictures in graphics programs or other applications, including creating simple graphics, manipulating the appearance, and inserting graphics into other programs.
Internet – Using a computer application to create, manipulate, edit, and show virtual slide presentations.
Navigation – Using scroll bars, a mouse, and dialog boxes to work within the computer’s operating system. Being able to access and switch between applications and files of interest.
Presentations – Navigating the Internet to find information, including the ability to open and configure standard browsers; use searches, hypertext references, and transfer protocols; and send and retrieve electronic mail (e-mail).
Spreadsheets – Using a computer application to enter, manipulate, and format text and numerical data; insert, delete, and manipulate cells, rows, and columns; and create and save worksheets, charts, and graphs.
Word Processing – Using a computer application to type text, insert pictures, format, edit, print, save, and retrieve word processing documents

Required Education and Experience


BA or BS degree or equivalent experience. Five (5) years’ experience in instructional design with a focus on eLearning.


Mid-level career experience with knowledge and demonstrated application of eLearning, instructional design concepts, and adult learning theories. Alternative background in technical training, product support, and/or consulting experience will be considered.
Must have exposure and or experience in designing, developing, and testing curricula content possibly in conjunction with a formalized project to bring a product to market.
Must have experience in designing & developing ILT and eLearning materials used for staff development.
Must be proficient with Captivate and have working knowledge of alternate web-based authoring tools.

Additional Eligibility Qualifications

Previous working experience in instructional design for five (5) years
In-depth knowledge of learning theories and instructional design models
Lesson and curriculum planning skills
Visual design skills (Dreamweaver, Photoshop, Illustrator, Premier, etc.)
Experience with instructional design tools and LMS (Captivate, Articulate / Blackboard, Cornerstone, D2L, etc.)
Experience in developing SCORM compliant e-learning
Experience in interactive e-learning design
Ability to write effective copy, instructional text, audio and video scripts

Preferred Education and Experience

MA degree in instructional design, educational technology or similar relevant field and 10 years’ experience in instructional design with a focus on eLearning.

The expected annual salary for this position is $50 – 65K.
